What is the service for?

Da Vinci Entertainment Holdings LLC provides MS4 Central to help authorized municipal teams and engineering firms organize work, evidence, reviews and reporting preparation. Current calculations and preparation cover New Jersey municipal Tier A, not other permit categories or jurisdictions.

Real workflows need recorded municipal authorization, assigned access and applicable-rule review. Fictional previews are for evaluation; use fictional information there.

Task completion, file acceptance, activity eligibility, reviewed points, report approval and official submission are separate decisions. Machine-read text and working totals do not approve evidence or certify compliance. Official NJDEP filing and submission are not enabled. Responsible officials must check the applicable permit and current forms, certify when required and submit through the official process.

What are account holders responsible for?

  • Use your own account. Protect your password, authenticator and recovery codes.
  • Use only the municipalities and roles you are authorized to access. Registration alone grants no municipal permission.
  • Upload information you have authority to use. Keep original records and check accuracy, dates and applicability before relying on a calculation or report.
  • Keep private information out of ordinary support emails and fictional previews. Report suspected misuse promptly.
  • Do not impersonate others, bypass controls, upload harmful files, disrupt the service or attempt unauthorized access.

Administrators must review staff and firm assignments. Restoring a sign-in does not automatically restore removed permissions.

What happens to your records?

You and the responsible organization retain existing rights in your records. MS4 Central needs permission to store, process, display and back them up to provide and support the authorized service. Uploading a file does not publish it on the website or approve it as evidence.

Earlier versions and reviews remain where the workflow requires them. Corrections must not silently rewrite earlier decisions. Ending access does not authorize destruction of municipal records.

Agree on custody, exports, retention, preservation, return of records and closure before real use. Available downloads cover their described scope; one download is not necessarily a complete municipal archive. Ask support about the required scope and involve the authorized records contact. See the Privacy notice for information handling.

How do availability and billing work?

Maintenance, provider problems or incidents can interrupt access or processing. No public uptime or response-time guarantee is currently offered. Keep required source records and follow municipal continuity arrangements; backup checks do not guarantee recovery can never fail.

Live payment collection is disabled. Registration or reading these terms does not purchase a subscription, approve municipal spending or authorize a charge. Internal Stripe tests use a sandbox. A future paid offer must separately disclose price, billing period, renewal, cancellation and payment terms before authorized approval.

What needs separate approval?

These published terms describe current service conditions. They do not record municipal authorization, procurement approval, a data-processing agreement or a paid order. Nobody should make those commitments without authority.

A separately authorized organization agreement must address scope, records handling, support, responsibilities and any commercial terms. Applicable law and that agreement take precedence over a conflicting general website description. A later page edition does not silently amend a signed agreement or record someone’s acceptance.

Questions or a proposed pilot: accounts@ms4central.com. Arrange organizational and qualified rule review before uploading real municipal records.
