Access is assigned

Registration alone never opens a municipality’s records.

Analytics is optional

You choose whether public page visits are measured.

History is retained

A correction or access change does not erase the earlier audit trail.

What information do we handle?

Da Vinci Entertainment Holdings LLC owns and operates MS4 Central. This notice covers our public website, account services and authorized municipal workspaces.

Accounts and access
Name, email, protected password hashes and authenticator information, recovery and confirmation records, invitations and assigned roles. These provide sign-in, account protection and access checks.
Municipal work
Tasks, assignments, activities, training, assets, uploaded files, extracted text, comments, review decisions and report revisions. These provide the workspace and its retained history.
Service and security
Connection information such as IP addresses, requested pages, browser details and timestamps; job results and account or access events. These support delivery, troubleshooting, security and audit history. Server logs are separate from optional Analytics.
Support and billing
Information you send for help, billing contacts, provider references and masked payment details. Live collection is disabled; current internal Stripe tests use a sandbox.

Upload only information you are authorized to share and that the task needs. Remove unnecessary personal details, especially information about children attending outreach activities.

Who can see it?

Municipal and engineering-firm access follows recorded assignments and roles. A firm does not gain access to every municipality. Authorized platform administrators and technical operators may access information to administer or support the service; this does not approve municipal evidence.

Hosting, email and security services process information needed to operate MS4 Central. Current document text reading runs within its processing environment. Municipal files are not sent to Google Analytics or Stripe for document analysis. Stripe handles its hosted billing forms; we retain provider references and masked details rather than full card numbers.

Google processes optional public-page Analytics under its own terms. Provider processing is not a promise that all information stays in New Jersey or one country. MS4 Central does not sell account information or municipal documents, or use municipal records for targeted advertising. Information may be disclosed when required by law or to address a security issue.

Direct municipal records requests to the municipality’s records contact. A private workspace does not determine whether a record is legally public.

Which cookies and analytics are used?

Necessary account cookies support sign-in, sessions and request protection. Blocking them may prevent account services from working.

Google Analytics starts only if you allow it on the public homepage or product guide. First-party cookies measure public visits, browser/device information, approximate location and referring website. Google receives technical connection information. We omit page query strings and fragments, do not send form entries or account identifiers, and disable advertising personalization and Google signals.

Private workspaces, account and billing pages, these information pages, authenticated public visits and the preview are not measured by this integration. Refusal does not affect access. Supported browser privacy signals keep Analytics off.

Your browser choice and Analytics cookies last up to 180 days; the cookie lifetime does not renew on each visit. Change your choice on the public homepage using Website analytics preferences. Turning it off clears this integration’s cookies in that browser and stops further measurement; it does not erase visits Google already received. Other browsers and devices have separate choices.

How are records kept and protected?

Access checks, protected sign-in, private file handling, audit history and encrypted backups support the service. No online service can promise that loss or unauthorized disclosure is impossible.

Account, security and support records are retained for service operation, security, audit and applicable obligations. Municipal records follow approved retention schedules, preservation instructions and service arrangements. Responsible people must agree on these before real municipal use; this notice does not assign a universal retention period.

Earlier file versions, decisions and reports may need to remain after correction. Removing access does not delete them or instantly erase backups. Preservation requests require follow-through by the responsible records contact; the instruction log does not automatically make a legal-hold or deletion decision.

For New Jersey public records, identify the applicable approved retention schedule with the municipality’s records professional.

How can you ask about your information?

Email accounts@ms4central.com about access, correction, export, retention, deletion or a privacy concern. Identify your account and describe the request. Do not attach private files or identity documents to the first message.

We may need to confirm identity and authority or obtain the municipality’s instructions. Some records must remain for audit, preservation or legal obligations; a request is reviewed rather than automatically erased. Support does not grant new workspace permissions.

Service emails cover security, confirmation, recovery, invitations and requested help. Registration does not enroll you in a promotional mailing list. Changes to this notice will carry an updated publication date.
